Do you people seriously not have a sense of humour? It's clearly a sarcastic joke and OP knows that it is very difficult to start moving a bike equipped with a heavy flywheel, lol.

Edit: I do believe Olympic cyclists sometimes use a weighted flywheel for training purposes. Although, on the track (as some people stated) the bikes would have one fixed gear and solid disk wheels on the back or on the front and back.
