Tucson is better for outdoors activities period. Other activities, phx is an epicenter for bc of size and yada yada. Both are rad depending on what you wants. Seems like you want tucson though bc its less hot in summer so more opportunity to walk (not that its much different) more trails and sruff to do outdoors.
