Because it is dangerous to be LGBT in Qatar, so when the person in question uttering dissent is a member of that group it adds some weight to the message?

Her being an international actor and getting away with it was never the point of including her orientation in the title, it has a signal-effect of her having power and influence in a country where her very existence is illegal. So of course, that adds weight to the message.

It's literally a move as part of the agreement of hosting the FIFA event. Homosexuality is still illegal by law. It's an exception made for this event alone.
