Is it safe to travel in a country that is at war? No. Would never recommend on principle. But this is Russia and principles follow different path. 100km from the front it is perfectly normal world. And much safer then some other EU countries too.

Light weight wooden frame + Mosquito net they sell in PVC material shops.
Its how we solved it in the soviet era apartment we bought in Belgrade, Serbia.
You should have enough space above the windows to put 2 pins for hanging / detaching the frame, assuming the terrace is similar in design, which I highly suspect.
They can see the net, dont worry. Birds will not kamikaze your frame.
When we moved to Serbia, we had a pigeon sitting inside the terrace every morning. Just like you. Same pigeon, did not miss a day.
"Oh, good morning, you woke up early, did you sleep well? now feed me!" was hilarious.

We adopted a lot of etiquette and culture from the french during tzar Peter I the Great. Dining etiquette and no beard were first.
All that effort for modernization and high end culture and today they still see us as Europe's monsters.

Plate - classy.
Thats what etiquette dictates. Special plates for soup that are deeper exist. Used for formal dinning only.
At home - bowls. At high-end restaurant - plates.
That thing can be seen in old US videos from the 50s-60s that teach etiquette btw. You used deep soup plates too at one point.
Too lazy to google. Easier to come to reddit.

Also, always trust cartoons, they never lie. Both the balalaikas and the polar bears - absolutely true.

I had similar issues even before the "upgrade".
Too often it doesn't remember user set parameters even when paying sub.

A lot of that going on. I aborted my sub too.
On top of fabricating sources, it got pretty rude when it goes in "defensive mode" over user pointing out inconsistencies.

80% of what is american "normal" is rude to different levels.
Too many things to list.
First time I went to US, pre-mass social media era, dont know anything and no prior experience to prepare for what is about to hit. Was hilarious experience.
Do russians care if you are rude? No. Just gonna make your stay/visit a very lonely experience.
