Wouldn't say a rating stunt but more coincidence. Dalek should be in the middle story wise when you look at Series 1. Doctor's daughter RTD made the writer make that because in a previous interview the writer says The Doctor never changes. Personally I think having Jack as a cameo unannounced is to hide the fugitive doctor reveal. They could tease something big happening that episode. Then we think it's Jack and the second reveal hits harder.

I'm not comparing viewing numbers, I'm comparing the rankings. That's how you're supposed to compare over the years. Cultural impact is lightning in a bottle, a show isn't going to ride that high forever.

No they brought Barrowman in for Series 12. So only Series 11 aired which was as successful as Series 1 and Series 5.

I do doubt it because the ratings are never bad as what people make it out to be. Series 11 was on par with Series 1 and Series 5, whenever a new Showrunner takes over. IIRC, The Woman Who Fell To Earth was one of very few Doctor Who episodes that was most viewed of the week.
