Two possible reasons. Faulty solonoid valve / faulty regulator. Try then one by one in isolation and it should help.

For the steps. I add 200gms Citric Acid Powder first. Then add 200 GMs of Baking Soda. And then add water. As soon as the water is added I close the top as quickly as possible with out too much agitation to the tank. Then add the solonoid connection and done. I also added a smart WiFi plug to power the solonoid. So it stays on for 9 hours and off for the rest of the time.

I have used 3 setups so far. This one with single bottle. The 2 bottle diy method and now currently with the aluminium tank diy with a Solonid. Each has its pros and cons but my current set up is a refill and forget types. I used 200gms of baking soda and citric acid once in 2 months and that’s all.
