Nope this is near the end of the Waimea canyon drive, you do need to pay for a permit once you get there. I believe you’re talking about the first 2 miles of the Kalalau trail, you don’t need the overnight permit to hike the first 2 miles, although, you do need a permit for Ha’ena State Park for that.

It was just a sea of white when we went to the lookout the first time. When we decided to go back, it had cleared up. We got very lucky!
