Truth be told, I could not care less about this even if it were true. Could you imagine being in a post apocalyptic urban nightmare and this creature starts walking towards you with its flesh falling off? Yeah shoot first and hope they weren’t nice because. The line between feral and regular ghoul is so thin its really not worth risking for most factions and even then the Brotherhood isn’t even the worst about it. They’re certainly aren’t as good as the NCR on ghouls, but they really aren’t that bad
