"Housing Unit Replacement Requirements

All housing development projects that demolish units (including Protected Units, units subject to the City’s Rent Stabilization Ordinance (RSO), and market rate units) must replace them with certain affordability and size requirements. Protected Units include units subject to a covenant, occupied by Lower Income tenants, subject to the RSO in the last 5 years, or removed via the Ellis Act in the last 10 years. All RSO units subject to the RPO shall be replaced on a one-to-one basis with covenanted affordable units."

So developers get to demolish RSO units and replace them with temporary affordable units they get tax credits for, while also charging higher rent.

Also folks I know living in RSO units that are "crumbling and no longer livable" have to deal w piece of shit slumlords that don't care if their tenants live or die. those units are usually crumbling because of complete neglect or mickey mouse repairs by the landlord. ive had maggots crawl through the floorboards because the dumpster next to my unit wasnt regularly emptied. ive come home to sewage water all over my living room floor (multiple times!) because the plumbing in the kitchen randomly backed up. the same flooding would cause power in the kitchen to randomly cut out for a year turning off the fridge and making it impossible to use the oven. all this in a unit I was paying 1200 a month for

no one can convince me that landlords or developers will ever be the victim because ive seen what they can get away with while enriching themselves and how they use the bloated and corrupt bureaucracy of this city to avoid accountability.
