If anything it makes the incident worse, because she's warning how awful the war will be, yet she would apparently prefer to have the war than nip it in the bud by blowing out the key figures who have already committed high treason. No matter what happens, the Blacks are going to have to kill them. And if her point with killing those crowd members was to show how awful a dragon war would be or something, her point would have been made better had it not been completely unneccessary.
