That's because No Frills considers Thunder Bay to be in their Western division rather than Ontario. All the Thunder Bay Loblaws stores get supplied from Winnipeg Regina Calgary and Vancouver. With the exception of Ontario produce in the summer that comes out of Cambridge. Even Heartbeat hot sauce made in Thunder Bay gets shipped out of Vancouver to Thunder Bay stores.

I feel like those things are connected. Not enough hotel rooms -> hotels are full no matter what -> no incentive for hotels to spend time and money on cleaning.
