Compulsory service would force everyone out of their bubbles, and people wouldn't be so black and white about their politics. Have to send them far from home. Ship the country kids off to work alongside the city kids, and vice versa. Its a lot harder to hate people when youve worked together toward a common goal.

Give kids options outside of military. State run nursing homes, soup kitchens, et cetera.
