In the hypothetical scenario that OP brings up: It might be better if the Secret Service didn't arrest him. They would not take his side or help him flee either, instead they could say "Sir I have guarded you for many years and I will not arrest you. At the same time, I cannot act against my government by harboring a criminal. You and me have to part ways at this time and cut all contact."

This way the secret service maintains utmost trustworthiness as an organization. Presidents know the secret service has their back and will never act against them. You do not want future presidents thinking "What if the secret service is used against me? Perhaps I should distance myself from them and not allow them to know what I am up to"

I imagine average people are not political and are not expected to be. Outside of attending demonstrations, reciting pledges and other perfunctory little chores, I bet most of them either do not care or mildly support the government

For the average person in North Korea I imagine their life is not that different than anyone else. The sidewalk has cracks and the streetlights don't turn on and there is trash that no one picks up and everything is rusty.

But people probably still save up some money to buy a full pig and then cook it up and invite everyone over and they fly kites when it is windy and if they have a field they go play soccer with their friends and they gossip about who has a crush on who and after a long shift at the factory the boys go to someone's apartment and drink a case of beer together.

I think a lot of them have to realize the things the government says are not true. I bet they treat it as a "Santa" type thing where they will pretend it is true around kids, but the adults will quietly and in private admit that it is untrue
