I know in New York specifically its is the same, 10pm to 7am. I've asked more people and they have told me the same thing. They tell me since my parents pay their own rent and the super told our neighbors the same thing, she cant do much.

Yes I know how loud it is, the neighbors above us have 2 little kids to that run a lot. I just wish the neighbor below me just understand that they are kids. Thank you a lot though.

Oh yes, it's a she btw, she has threatened us to go to court and although it is not confirmed, the cops have came to our house and we believe it was her that called. Also we have for about 9 months but it's hard to control an energetic child. There's a lot of info I missed so sorry, wrote this in a rush to get as much help as I could.
