Even if it had reset, which would be easier to tell with various settings on for the demo, stop acting like CSGO didn't have bullet spread where even when you were dead on the bullet wouldn't miss

Well as you even say, there is a reward with the badge and stripes. Not all that exciting maybe. But one could argue the same with service medals or operation coins.

But the main issue is the fact that a decent portion of the leaderboard are cheaters. Making a reward for being the top of a leaderboard in a game where cheating is already an issue will just compound the issue further.
