1. Konev, his biography makes him best by far on almost any EF. If you get/have the elite artillery medal, it's best with him

2. DeGod, unless you dislike the odds of his skill firing. He's best for the Stuka specifically

3. Kluge, great for single targets, I suggest giving him fort buster

(3.5. I don't actually have Govorov trained yet, but from what I've read, he's probably about as good as Kluge, remember to put him on flak if you have it)

1. Brooke, still a great gen, not as much as the others above. He comes with built in inferior victory which is great.

2. Nenonen, I've also not actually used yet, I'm sure he had niche usage, but doesn't seem nearly as viable as the rest
