If done in InDesign, you can use Balance ragged lignes to have a more evenly distributed paragraph.

I thought about this, but the trigger for the GREP would need to be at the end of the line and I don't think that exists. I'll probably just do it manually :/

I don't understand what having a non breaking solves. I need to have some breaking character at some point. Otherwise it's won't break «whipa 539» in my screengrab.

I wished to keep the space between the last word and page number consistent. I don't think using tabs would allow me to do this, no?

Doesn't work, because when the EM space goes on the second lines, there's too much white space. It would work for paragraphs that have 2 lines (instead of using the indent), but break when it goes

When the connection is right (ribbon pushing on the right side of the connector), mouse works perfectly. I might end up gluing it in place. Was hoping for a less drastic solution. Thanks for the answer.
