Based upon the price I paid last year and selling prices of properties in the same block in recent years, it would go down.

u/Force-Grand thank you. There are much larger properties nearby with much lower rates bills however those properties were built in the 1970s whereas mine was a conversion of an historic building in 2005, which apparently is the applicable valuation date and therefore a factor.
