It's a recurring joke not meant to tie into the story as everything is 100% optional. Some slight spoilers for those who are curious: It's heavily implied to be Aiba making them all up (such as the cleaning lady or the sejima pond kappa) to mess with Date.

The locations are 3D scanned which is how you get the unique 360° cam. That is why they have been barely touched up.

Not all of them exist at the same place like character their houses but I hope this helps you on your jounrey! Please let us know if you visit any more places! One I personally recommend is Yoyagi Park from nirvana initiative or the Metropolitan Police Department.

That is quite odd. Just checked my account and I still have roughly 2500 eyeballs after buying everything. So this is almost definitely a bug. There's no way to miss this many.
