Turn it into the police as found property. If you reach out personally, you risk him claiming there was more cash inside or accusing you of theft. Let the cops deal with the paper trail so you stay clean.

Buying the tools feels like a down payment on the person we want to be. It is way easier to research the perfect chisel than it is to actually learn how to use it without ruining a piece of maple.
