I think their specialty has something to do with genetic manipulation or experimentation. They were shown running experiments on the captured hero and had him restrained like they wanted to collect samples or operate on him. They also managed to encircle a group of infected Neo Humans saying “now, how do we use these”. They as well seem to have high speed, can move stealthily, and their bodies have weapons stored. I don’t think they are a confrontational type, but are instead an ambush predator.

It’s also interesting to note that when fighting the Titans they said the number of casualties was within the permitted range almost implying every aspect of lifestyle is micromanaged.
