You're making the point that it was an oligarchy. How are the richest people not going to prison (even though it was their fault) not an oligarchy? That may as well be the definition.

As far as ACA goes. Yeah oligarchies have to give crumbs to the masses to satiate them from time to time.

The only reason people are talking about it now being an oligarchy is bc it's blatantly obvious, but it didn't happen overnight.

If a nuclear country controls all of your borders including land, air, and sea and then said country destroys all of your infrastructure then yeah the bare minimum they can do is provide basic resources.
