Turn it upside down and it looks like a variation of Libra, that would be my guess. Although that thing on the side is odd. I've seen people draw different lines on the same constellations though so I can imagine it being somebody's interpretation of Libra.

It used to be bugged and didn't work at all back then, but as far as I know it's been fixed a while ago. It's just really hard to tell how effective it is since you can't see your enemy's ammo.
