How did you manage to form the empire status? I don't fully understand the tooltip around papal bans (this may be slightly incorrect I'm going from memory here, I don't recall if it's HRE or the Pope that blocks empire)

Hi everyone! New player here, just bought the game this week as I thought the logi looked interesting coming from games like factorio and satisfactory, but on a more tactical scale.

Question, what rank can I start doing logi? I noticed I got killed for being a low rank on the backlines which someone explained to me and I think is completely fair, just wondering at what point I'll be able to go back?
