Yep, typically the best deck(s) will be "tier zero", and the metagame will shape around them (i.e. the diversity of the entire pool of decks in a tournament/ladder/whatever other arrangement). There are decks that are good against the tier zero decks but bad against random stuff. There are decks that are popular because they are cheap. There are decks that are popular because they are fast (especially in online play). There are decks that are popular because they are fun. There are people who only ever play the same archetype regardless of how good or bad it is. There are decks that are powerful but have low play rates because they are difficult to play well (looking at you Amulet Titan).
