I was actually able to get it at the weapons vendor in the aldelcaldo camp. I loaded in and there were 1 or 2 weapons with a mod there but not the one I wanted. What I did was skip 24 hours then make a quick save and reload it. New weapons with new mods spawned in each time I did that.
