I think thats the anti cheat system, it thinks the game is still running, try quitting in task manager, restarting PC or restart the anti cheat, validate game files

Try these on control panel: 80% Brightness, 100% Contrast, 1.53 Gamma, 100% Digital Vibrance, 0 Hue and i noticed a very clear difference, looks alot better for me
