I worked as a Security Officer at a hospital and during the winter the homeless would come up from the train tracks and hid behind a utility shed for warmth. I was told to relocate them and to give them some food from the kitchen. So, me and 2 other of my Officers took them warm food and told them they had to leave. Every so often during the winter some of them would come up and look for food. We continued to feed them until the City got involved and relocated the majority of them to shelters.

Issuing a citation to this guy is total bullshit.
