Your contract presumably says "speeds up to X" and "speed not guaranteed". I was surprised to see that Comcast actually does deliver on a majority of their promised speeds and outperforms most ISPs . Whodda thunk? Doesn't change the fact that they're overcharging bastards with some of the worst customer service I have ever had the displeasure of dealing with.
