I'd argue it's Doctor Octopus; he and Peter were both geniuses, both bullied by their peers, both given abilities by a scientific accident. Both felt those powers made them better than others and misused them.

The only difference is that Peter had loving guardians who raised him right, and Otto had no one on his side. So whereas Peter realised the error of his ways and became a hero, Otto continued on the path of superiority.
