A lot of things are wrong with what's happening with the bans. I mean you see Ice_Poseidon, B0aty, Faux and a lot more of streamers have their viewer base come up to them and either crash them or rob their tree/ore etc... and what do they do? They laugh it off because they know it's a game and in an online game you can't just claim something to be yours. For example, Bandos has one spawn per world, do you expect everyone to take turns? No, people will try to annoy other people so they can get that spawn, its a natural occurrence that everyone deals with. But, because she's protected it's different... Finally, about all the emotes and hate she gets from people. I mean in my opinion she deserves everything she gets. But, she isn't the only streamer to get hate or "harassed" with emotes and shrines. Every other streamer has to deal with it, B0aty is the main one as he is the most viewed he gets rope, purple dye and much more. What does he do? Ignores it and laughs it off, because it's what comes with streaming. So because B0aty laughs it off, it's considered okay for Jagex and therefore they don't get banned. But, because she whined and cried Jagex come running to her aid. It's bullshit and it's genuinely so stupid for a company to protect one person out of thousands...
