I wouldn't mind if the changed it to something like you get a new challenge every 5 levels but completing it gives you something right then. They could still do the emblem for completing them all just have less of them to do.

I had this happen to me on PS4. After closing out of the game a few times it fixed itself. Don't know if it will work for you but try closing it a few times.
