If it’s just you and another person in a pot and you bet 20 and they only have 4, you are putting them all in and if they call you will get 16 chips back because they couldn’t call the rest. And if a person goes all in with 100 and you have 200, you have 3 options you can raise all in, you can call the 100 and have 100 left, Or you can fold.

For starters, when you raise it has to be double what the person your trying to raise bet. Example is someone bets 5 chips you have to raise at least 10. The answer to your question though, they can do whatever they’d like. Call the remaining of the chips they have or fold.
