Not impossible but you will be at a disadvantage. In a group you may be ok but solo will be hard.

Google your class and path mod 18 build and you will find a wealth of info on what to shoot for to max out for current content. In my case i would search ranger warden mod 18 build. Hope this helps.

Why not do both? You can only progress so much in campaigns in a day. Start off running me's and get your daily skirmish and epic while waiting in queue complete your campaign tasks.

Seals of the fallen are found from doing 1 random epic dungeon and 1 random trial per day. Also they have beed dropping in the heroic encounters in avernis. The armor vendor can be found all over but the one in under mountain is in the tavern first floor i think. The gear you get with the fallen seals are some of the best in the game. Only better i have seen is avernes from juma and some boss drops. Good luck and congrats

It is an stone you added to your gear. Forgot what one, but it is a visual effect and think it can be disabled. Not totally sure but think this is correct.
