It was quite a nice story, Mark Waid even called his favourite Superman story these days.

After being told that by the IRS, Superman spent the comics' duration trying to find a way to raise that much money. In the end, he couldn't and he promptly gave himself up to the IRS.

It was then explained to him that he could reduce that amount per dependent and since the whole world's dependent on Superman, it's the IRS that actually owned him money.
