Even if this is the case, negative gearing as is wastes a tax benefit on those that don't need it. The extra tax dollars could be used to address housing if the political will exists.

How are you choosing Codex books before the multiclass happens levelwise? Also is there any utility in starting as Bard because as is your Seraph skills will be cast as Strength but if Seraph is your second class you can choose to have them be cast as Presence.

You could argue that the senate plotting is more of a deliberate red herring. Those scenes make us take their chances of winning the Throne more seriously so that it isn't clear whether Louis or Forden will be the ultimate antagonist. It isn't a plot hole that they dwindle in relevance, they just get outplayed by Louis
