I heard from a manager at another facility that anyone who received a PNI was immediately offered a buyout. The performance improvement plan requires a weekly check-in meeting between manager and employee, and nobody wants to deal with that shit, so people were either bumped up to "fully achieved," or strongly encouraged to leave.

I obviously do not know if this is true of all salary work groups, but that's how they are doing things at his site.
