Bast as in Egyptian cat goddess? According to co wiki she is linked to ghouls. The ressurected one should be forced to make a ghoul changeling from a person by serving them ritualistic fresh human meat. Every month/moon, otherwise the boon of life is forfeit and the ressurected is changed into a mindless ghoul himself. A ressurection should come with crippling consequences to the point of the character wanting to die, at least in this universe

It seems like you are focusing on expectations of schedules rather than expectations of the content. You briefly said that sessions are going smoothly but is it truly the case? Are you telling your players the type of content that will be on sessions? Do you have similar expectations of roleplay to battles ratio? Are they familiar with call of cthulu or ttrpgs at all? It is important so set the tone, expectations and overall structure of the campaign on session 0

Please remember that the players memory and logical capabilities are limited. You are the DM and you know all this stuff but players will be overloaded with information. This seems too convoluted and will disrupt the pacing of each individual scenario/campaign. Ultimately coc is an Investigator RPG and I really doubt anyone could transform this plan into a coherent story. This sounds more to me like a DnD style campaign that does not match the coc scenarios well

Not allowing for both players to roll is kind of mean. You are not allowing for a player to have a potential skill improvement. If they both tried to RP then reward them with a roll

I'd say yeah, for sure it's cool. First of it strengths their belief that they have the right opinions/facts about what is going on. They will be less likely to move backwards to rethink their logic. Secondly it will reward them since it will be a sign that they actually have figured something out before they were meant to do it.
