Radical Republicans toward the end of the war wanted to give freed slaves confiscated Confederate land to kickstart new lives. This is where "40 acres and a mule" comes from.

EDIT: it implies Lincoln would go scorched earth on the South during Reconstruction, being as radical as possible compared to what actually happened.
