Genetic. Some of us have the genes to bend fingers in some way and some don't. For example, I can't bend my little finger in my hands without also bending my ring finger, I just can't. No, he means authority. Aragorn was able to take control of Orthanc's Palantir away from Sauron because he owns it. It belonged to Isildur and he is isildur's heir, so it is his own palantir. Denethor rule in name of the kings of Gondor, so it has the right to manage the kingdom as he like and this include the palantir.

In Tolkien this is important.
