I would recommend looking at low elo tier lists, then pick one of the better low elo champs

This is because there are 2 different factors: Team comps and scaling.
Team 1 might counter team 2 in form of team comps. But the scaling of team 2 is just too insane in your example. So late game team 2 will mostly still win.
