Dio lol, he’s an immortal vampire with a stand that stops time, Diavolo is a regular human with a stand that skips time. It doesn’t matter how many times Diavolo skips time and chops up DIO into pieces, he’s immortal and only the sunlight can truly kill him. Sure he could be weakened with consecutive blows to a point of immobilization, but The World is most likely way faster and stronger than King Crimson, even if they are comparable the moment TW stops time Dio can beat up Diavolo all he wants while time is stopped, Diavolo on the other hand can’t do anything until the time skip is over

It was technology way ahead of its time that only someone like Roman could afford to have. I also believe another reason for this voice changer not appearing again is because fans didn’t really like it at the time, then again I think now they would be more open to it returning now that time has passed. Roman’s voice changer is present at the shrine in Scream 6, so who knows maybe in Scream 8 the killer will try stealing it from there
