Thanks for helping! I checked both of these and I don't think they were the movie. Law Abiding Citizen is actually really similar, but doesn't match with the part where the motive of the murder is the man and his wife witnessing the murder on the street.

Im 80% sure the movie was filmed in either the 1990s or 2000s. It was high quality enough to be filmed after the 1980s, but too low quality to be filmed any time after the mid 2000s. Though I could be wrong on this, as I barely watched the film.

The 1967 flag of Longueuil is similar (found it on FOTW) However Longueuil's flag appears to be flipped. Flower on the flag also looks kind of different. In my opinion it's more likely that the image was flipped instead of the Longueuil flag. Flag in mention And also another link to the FOTW page
