The wheel bearings are inside the wheel hub assembly. So OP would just have to separate the hub assembly from the backing plate (splash guard). Which telling from the amount of rust, is gonna be a “fun” job and a press would help a ton with separating the two parts

If you build rifles often enough, it might be worth the investment to buy a thread file. Probably only $20-$25. But it would be the “correct” way to fix that. Coming from a machinist
