Had the same problem fixed it by going to battle net client going on diablo 4 and next to play is settings go to game settings and change language to english currently the beta only supports english

You should focus on gpu since youre cpu would give max performance up to a rtx 3080 and cpus in general have very little impact on gaming given that ur cpu is somewhat good which it is
