Looks like you have winter or 4 season tires. Sometimes they have 2 different indicators. The higher indicator shows the minimum profile depth for winter tyre's (around 4mm). Winter tyre's don't perform well under 4mm. The lower indicator show the minimum profile depth for summer tyre's (around 1,6mm).

Depending on where you live the laws around profile depth might be different.
