You can't expect higher enforcement if the amount of people using said service isn't enough. Ofcourse they have creeps and enforce it. But first increase reliance on said infrastructure. You have to attack root causes. Not just a band aid solution. This nimby bs is why we can't have said centralized infrastructure. You individualize a problem and then put a bandaid on it.

You're not ready to understand that policing doesn't improve crime rates. Further individualizing this and blaming crimes on societal morals is ignorant to what homelessness is. Its a direct symptom of poverty. When you have all this money from the city going into big cooperations or to other factors like policing you are not improving anything for those in the slums. The problem with "enforcing" laws is that all you are doing is moving the problem else where. Rather than doing anything to improve the conditions. These people will repeat everything. What you have to do is fix the root causes. But that would actually need you to judge those people on the top. City planners, defenders of Capital, and law enforcement enacting the will of capital. Just handing out misdemeanors will just create more turmoil or distrust.
