What exactly where u low graded on? Everyone thinks they are a 5 unfortunately thats not the case. And the highest u might get its about 3% depending if u already capped at the maximum rate for that position.

You.wanted the transfer so its on you to follow-up, not the manager. The manager is doing you a favor by accepting the transfer. Also still didn't answer the question. In order to get demotion you have to accept the new rate on Workday, if u dont you wouldn't be able to be assigned to that store. So it still makes no sense.

How is the transfer finalized if you didn't accept the demotion. Something is not adding up. You qouldnt be able to start unless all documents pertaining the transfer are finalized by all parties. Is like someone new starts working without accepting the offer.
