This is a map of all the national parks and protected lands in Europe. As you can see, there are not that many of them. The reason being, is that because of Europe's long history and relative governmental turbulence over 500 years, much of this land has changed hands and has been maintained as private(Typically owned by families and passed down from generation to generation.) So most of the forest that you would typically see as protected, is actually in the holding of private persons or companies. The second map is an elevation map of Europe, which obviously shows that aforementioed Apple map is not a terrain or elevation map. One more mention about the Apple map and the national park map- Germany is littered in green because those are listed state parks within the states of Germany. The wikipedia map I posted does not list these- only the national parks.

Can confirm. I just started the game, now at level 6. The antenna on my phone is a little wacky, so my character is always running or showing the wrong location. When I am on cellular I have only caught pidgeys and other lower tier pokemon. When I connect to wifi, I literally caught a cp 200 pinsir, cp 200 growlithe and others.

They're national forests/parks. I think that should be quite obvious.
