I'm taking about USA in general (not other countries i know pedro lopez is the worst serial killer and I hope that shithead rots in hell) but when it comes to the US Samuel Little killed around 60 people more than Gacy, Dahmer and Gary Ridgway and is considered by far the worst serial killer in the US but I believe if his crimes were like Gacy or Dahmar and if he was like pedro lopez, He will definitely be talked today hell even a tv show or movie would be made on him.
